They have become popular as a means of attracting wanted (and sometimes unwanted) attention. Wanting to be like others and doing what is “in” is a large part of the teenage psyche. That could explain the belly button popularity.
Rebellious rings - Teens are increasingly using the belly ring as something to shock their parents with. In some cases it has become a means of rebellion (although the kids may beg to differ).
Uniqueness - Some people just want to be different and get a belly ring for that purpose. It’s a novel way to showcase one’s individualistic streak. Also, one can choose to be modest about it or show it off.
Societal acceptance - The rush in popularity of belly rings can also be attributed to the fact that it has become more open and acceptable. When people see pop stars with belly rings and other piercings, it seems “ok” to have one too.
Increased hygiene and ease of procurement - Availability of thousands of different belly rings has also added to their popularity. People consider it attractive to have one or just plain “sexy”. It is relatively cheaper than getting a tattoo and is also not permanent. Modern techniques and sterilization practices have also now made it safe to have a belly ring, thus popularizing it further.

All in all, the belly button ring seems to fast be gaining not only social acceptance but social approval. It would not be a stretch of the imagination to say that just like earrings; belly rings are going to be the norm too for coming generations.
